Mayor Toro - Mayor narrates a substantial portion of the story, revealing his family's economic disadvantage. He is a young teenage boy, the son of Panamanian immigrants Cecilia and Rafael, and he is in love with Maribel Rivera.

Mayor was a young child when his family left Panamá, and he has lived most of his life in Newark, Delaware.

Maribel tells Mayor that the car is cool and that he is the only person who “sees” her. Mayor leans over and kisses Maribel. They make out for a while and eventually Mayor, excited and overwhelmed, ejacul*tes into his pants.

As the party grows more and more boisterous and joyful, and everyone starts dancing, Mayor pulls Maribel away from the action in order to give her a Christmas present—he has saved up his allowance to buy her a red scarf.

Chapter 16 Summary: Alma

Alma decides to go to the police and report the incident she witnessed, in which Maribel was sexually assaulted by the white boy, Garrett.

One day when it is snowing, Mayor brings Maribel to the ocean and the snow. She is improving at her school and feels free to talk and be with Mayor. The snow on the ocean and in the sky is like magic to her. She is gone from home for a long time and her parents worry.

Celia comes over the next morning to deliver an envelope—inside are “hundred[s]” of bills, and Celia explains that the community took up a collection—everyone from the building, along with people from Maribel's school, the mushroom farm, the Mexican grocery, the hospital, and the church pitched in to raise over five ...

Rafael Toro (Rafa) – He takes a strong patriarchal role in his family and sets high expectations for his children. He is strict and domineering, sometimes has the tendency to react harshly. He feels homesick but is afraid that his relatives will view him differently back in Panama now that he has lived in America.

Arturo and Alma Rivera come from México in an attempt to heal their brain-injured daughter, Maribel. Rafael and Celia Toro left Panamá with their small children, Enrique and Mayor, to escape the horrors of war. Others in the apartment building departed their home countries in search of fortune and fame.

He understands how Maribel feels because he sees that she too does not fit in, that's she is different and that's what makes her so special from everyone else. They both are just two kids that have been pulled away by their parents from where they were born in hopes of having a better life in America.
